| 摘 要： | 外商对华直接投资存在着产业结构不合理,地区分布“东重西轻”等一系列问题。其原因在于政府层面上的多头管理、分散决策、缺乏监督。有必要选择以产业政策为导向、以最优化指标为依据、“梯度推移与发展极相结合、产业倾斜与地区倾斜相结合”的发展战略,健全和完善宏观调控决策、实施、监督体系。

| Abstract: | In China the industrial infrastructure and the regional infrastructure of the foreign direct investment are not reasonable. One important reason is the weak government macroadjustment, including unsensible decision, confused management etc. So it is necessary to select the correct industry policy and the systematical index, to push the region forward gradually, to adjust and perfect the macro administration system. |
