| 摘 要： | 学习化社会的构建应起始于一个健康的国民基础教育体系。然而，我国国民基础教育体系中却存在着体制性和结构性的弊端。基础教育领域中，非素质教育的思想与实践、功利化的教育竞争、职业教育和普通教育的失衡等问题依旧突出。

| Abstract: | The construction of a learning society depends on a healthy national basic education system. However, there are still serious systematic and structural shortcomings in our national basic education system. Non-quality-oriented education, utilitarian education competition and the inconsistence of vocational and lems in our basic education system. general education systems are the overwhelming problems in our basic education system. |
