| 摘 要： | 面对创新型国家建设的背景,针对大型城市科技创新能力在创新型国家建设中的重要地位,本文依据鼓励创新、开放提升、积极扩展和注重实效的原则,借鉴有关研究成果,确定了大型城市科技创新能力指标体系；并提出了大型城市科技创新能力建设竞优评析方法；在对大连市的科技创新能力建设状况进行实际评析的基础上,给出了完善大连市科技创新能力的对策和建议.研究和实践表明,本方法可以在充分肯定城市科技创新能力建设业绩的同时,发现及揭示其不足或缺陷；相关部门可以依据数学模型提供的信息,制定对应的完善对策.

| Abstract: | Against the background of innovative national construction,the science and technology innovation ability construction in big cities plays an important role in innovative national construction.According to the principle of encouraging creativity,open ascension,actively expanding,the paper uses the relevant researches for reference,it constructs the scientific and technological innovation capability evaluation indicator system.It also put forward the evaluation and analysis method of big cities science and technology ability.Based on the evaluation and analysis of Dalian city,the paper states the countermeasures and suggestions of perfecting Dalian science and technology.The research and practice demonstrate that the method can evaluate and analyze from the perspective of Dalian science and technology innovation ability,discover its insufficient and defect,the relevant governments can establish countermeasures based on the calculation results. |
