| 摘 要： | 近年来,中小学校车事故的发生层出不穷,尤其在农村地区表现比较突出。政府对于校车的经费投入不足,监管机制不健全,布局调整带来的负面影响,以及校长、家长、社会和学生安全意识的淡薄是导致校车事故频发的主要原因。鉴于此,各级政府要加大经费投入;监管部门要明确责任,协调沟通;要规范农村地区、边远地区和监管盲区的校车运行秩序;校长、家长、社会和学校要树立安全意识、责任意识。

| Abstract: | In recent years,school bus accidents have frequently emerged in primary and middle school,especially in rural areas.There are many reasons,such as the government’s lack of financing investment;unsound supervision mechanism;negative effects caused by the layout and adjustment,and the weak safety consciousness of the principals,parents,society and students for the school bus.In view of this,the governments at all levels should increase the funds investment;regulators should be clear about the responsibilities,conduct coordination and communication;we should regulate the rural areas,frontier and remote areas,and supervision blind spot areas’ school bus operation order;principals,parents,society and schools should establish safety awareness and sense of responsibility. |
