| 摘 要： | 文章首先全面论述了我国信息无障碍建设法律法规保障体系的现状,在此基础上从法律法规体系、法律法规的层次与效力及法律关系的构成要素等视角系统分析存在的问题,深刻挖掘存在问题的原因,最后针对存在的问题及原因,结合国外的先进经验,提出一套完善我国信息无障碍建设法律法规保障体系的系统方案,包括明确指导思想、完善现有法律法规内容、制定缺失法律法规等.

| Abstract: | Based on a complete review of the legal protection system of accessible information this paper makes a thorough analysis of the problems about this system and explores the factors that led up to them.At the end a comprehensive solution for the problems is proposed.It includes identifying a series of principles for improving the system,perfecting the contents of relevant laws and making new legislation to increase the accessibility of the disable. |
