| 摘 要： | 抗战前,日本在华北的大规模走私活动不仅严重损害了中国的国家主权,而且沉重打击了中国工商业的发展。因此,商会积极投身于轰轰烈烈的缉私运动中,不仅大力宣传政府的缉私政策,而且采取多种具体行动打击走私。在缉私运动中,商会的地位和作用受到政府重视,诸多意见与建议也被后者采纳。由此可见,抗战前商会在社会经济建设中依然发挥着较大的能动自主性,是一个具有独立人格的商人团体。

| Abstract: | Before Sino-Japanese War, the development of the industry and commerce and China's sovereignty were badly damaged by Japan's smuggle activities in North China. The Chamber of Commerce actively participated in searching for smugglers and propagated the government's policy, tried to take various measures to suppress smuggling, whose idea was adopted by Nanjing Guomingdang Government. The Chamber of Commerce played an important role during the period of suppressing smuggling, and was an independent trader group before Sino-Japanese War. |
