| 摘 要： | 国家作为教育决策的主体,应该以公平性原则作为教育政策选择的出发点和落脚点。要合理安排教育资源分配优先权,将民族地区义务教育的发展作为资源优先投入的重点之一;以"差别但平等"原则进一步拓宽少数民族在义务教育后的入学机会;以建立全民终身教育体系作为实现民族教育平等的最终目标,并依靠完善的政策机制逐步实现教育公平目标。

| Abstract: | The state,as the main policy-making body for education,should follow the principle of equality in selecting educational policies from the beginning to the end.In order to solve the problem of inequality in education for ethnic minorities,priority in distribution of educational resources should be arranged in a rational way;priority in resources investment should be given to the development of compulsory education in ethnic regions; enrollment opportunities for compulsory education of ethnic minorities should be further increased according to the principle of "treating differently but with equality";and a lifelong education system for the whole people should be built up as the final goal of realizing equality in ethnic education based on a perfect policy system. |
