| 摘 要： | 技术创新在经济发展中的地位和作用日益突出,不仅促进经济持续快速发展,推动科技工作进步,并已成为社会经济发展的重要动力。近年来,各地出台了多项推动技术创新的政策,这些政策对推动技术创新起到了积极作用。但是,技术创新政策注重事前研究,忽视事中和事后研究,特别是对政策实施效果的评价研究尤其薄弱。建立技术创新政策实施效果的评价模式,并加以横向比较,对提高技术创新政策实施的针对性和时效性、提高科技投入的使用效益具有重要指导价值。

| Abstract: | Technological innovation has played a more and more important role in the economic development and the science improvement,which is an essential motivation for the social economic development.And recently,a large number of policies to push the improvement of technology have played an active role in the technological innovation.However,given the lack of the corresponding evaluation of the effect of these technological innovation policies,the implementation of any policy of this kind should be carefully arranged.Therefore,it is necessary to construct a proper model of evaluation of the implementation of technological innovation policies,which would be helpful for the practical effect of these innovation policies. |
