| 摘 要： | 文章从管理学最基本的原则出发,揭示了电大办学存在的三对"长、短线"特别现象;电大要落实<国家中长期教育改革和发展规划纲要(2010-2020年)>提出的"办好开放大学"的要求,必须首先要"做正确的事",即必须做好办学体制、利益机制、政策导向和教学模式创新的顶层设计.
