| 摘 要： | 自1994年＂金智＂工程实施以来,教育信息资源开发利用法规政策的演进可以分为4个阶段：教育信息资源开发利用法规政策的探索阶段（1994-2001年）、逐步发展阶段（2002-2005年）、繁荣发展阶段（2006-2009年）、深入发展阶段（2010年-现在）。本文总结了各个阶段取得的成效,分析了教育信息资源开发利用法规政策存在的问题,进而提出相应的对策建议。
