| 摘 要： | 我国高等教育体制改革的深入,迫切需要现代大学制度的支撑。建立现代大学制度,首先需要对现行大学制度的缺陷与问题加以诊断。我国现行大学制度存在着高等学校实体性地位的缺失、高等学校自我行为目标的缺失、高校间公平竞争性机制的缺失、高等教育系统开放性机制的缺失、学术权力与行政权力平衡机制的缺失等问题。
