| 摘 要： | 目的/意义]社会治理是国家治理体系与治理能力现代化建设中的重要内容。社会治理的核心内涵强调“共治共建共享”价值观念,势必会对档案事业建设与发展的势态产生深刻影响,因此,有必要对社会治理背景下档案事业公共社会价值转变以及实践路径做进一步探讨和研究。方法/过程]借鉴社会学关于社会治理内涵和价值的理论剖析,将档案事业在社会治理下的公共社会价值表述为保障公民权利、维护社会有序运行、留存社会珍贵记忆、促进社会公平正义。结果/结论]从公平正义、公共需求、参与协作和公民权利四个方面阐述了档案公共社会价值实现路径,包括建设档案治理体系、创新档案公共服务体系、培育多元主体治理能力、变革档案管理体制。

| Abstract: | Purpose/Significance]social governance is an important part of the modernization of national governance system and governance capacity.The core connotation of social governance emphasizes the value concept of"co-governance,co-construction and sharing",which is bound to have a profound impact on the construction and development of the archives industry.Therefore,it is necessary to further explore and study the transformation of the public social value of the archives industry and the practical path under the background of social governance.Method/Process]Based on the sociological theoretical analysis of the connotation and value of social governance,the public social value of Archives under social governance is described as protecting the rights and interests of citizens,maintaining the orderly operation of society,retaining the precious memory of society,and promoting social equity and justice.Results/Conclusion]from the four aspects of fairness and justice,public demand,participation in cooperation and civil rights,this paper expounds the path to realize the public social value of archives,including the construction of archives governance system,innovation of archives public service system,cultivation of multi-agent governance capacity,and reform of archives management system. |
