| Abstract: | In the national innovation system, the capacity and efficiency of the allocation of knowledge has become a major indicator for the efficiency of the national innovation system. The author thinks that the pattern of the information resource allocation in the national innovation system should be a cooperative and competitive one, regulated mainly by macroscopic government policies and partly by market mechanisms. 7 refs. |
