| 摘 要： | 高校行政化是现行教育管理体制各方面问题的集中体现。它是历史的产物,已经影响到大学的办学管理、人才培养、科研活动、师生关系、环境建设等方方面面,演变为体制顽疾,成为大学改革与发展的绊脚石。高校行政化的具体表现形式为高等院校行政级别化、机构设置上级对口化、高校管理行政科层化、学术管理教师边缘化。导致高校行政化的根本原因是官本位的历史文化环境、办学资源的行政控制权和办学决策的行政操办。高校去行政化改革不是简单地取消高校的行政级别,而应全局考虑、整体设计、逐步推进、双管齐下。核心问题是理清政府与大学的关系,扩大学校的办学自主权和资源调配权,完善大学法人治理结构。
