| 摘 要： | 分析了现行企业的消防管理模式和制约企业消防管理实效的瓶颈和短板,认为要预防和避免企业消防事故发生,必须在深刻分析和研究企业消防监管现状及存在问题的基础上,以落实企业的安全生产主体责任为核心,进一步转变政府的职能,优化监管方式的结构,创新柔性治理方式,充分发挥市场机制的作用.

| Abstract: | The current governance modes in enterprise fire management and thebottlenecks and shortcomings that restrict the effectiveness of enterprise fire management are analyzed. It is considered that, to prevent and avoid enterprise fire accidents, taking the implementing the safety responsibility of enterprises as the core, the government functions must be further transformed, the structure of regulation should be optimized, the flexible governance should be innovated, and the role of market mechanisms must be given full play, based on in-depth analysis and research on status and existing problems of enterprise fire regulatory. |
