| 摘 要： | 从上世纪90年代初我国新一轮高教管理体制改革开始以后，电大系统建设受到较大影响。通过对江苏电大系统在教育资源整合中的利益与弊端的剖析，揭示教育资源整合中的电大系统建设的诸多问题和矛盾，明确加强系统建设的思路：在认识上，必须确认依托电大系统实施远程教育的必要性；在定位上，必须明确电大办学的法理性；在措施上，必须加强电大系统建设的有效性。

| Abstract: | The new reform of high educational management system in our country since the beginning of 1990s has greatly effected the building of the RTVU system.Through analyzing the advantages and disadvantages of Jiangsu RTVU system in the process of integrating education resources,some of the problems and contradictions of RTVU's system building have been found,and the construction tactic has been identified in three aspects: the necessity of relying on the RTVU to carry out the distance education must be enhanced,the position of RTVU must be clearly defined legally,and the validity of RTVU system building must be emphasized in measures. |
