| 摘 要： | 公立高校扩大招生与扩展办学规模导致高校经费紧缺，客观上为银行提供了贷款市场和机遇，从学校性质来看，公立高校收费权质押成了银行放贷的必要条件。分析了公立高校收费权质押贷款的法律依据，从银行的角度提出了公立高校收费权质押贷款路径优化措施。

| Abstract: | The expansion of student enrollment and school scale of public colleges and universities leads to a shortage of fund, objectively providing loan markets and opportunity for banks. From the analysis of school property, the charge right pledge of the public colleges and universities has become a necessary condition for bank lending. The paper focuses on legal basis of the pledged loan charge right of the public colleges and universities and put forward better measures for them from the perspective of banks. |
