| 摘 要： | 党的十六大报告把增加农民收入作为全面建设小康社会的重大任务。《中共中央国务院关于促进农民增加收入若干政策的意见》指出，全党必须从贯彻“三个代表”重要思想，实现好、维护好、发展好广大农民群众根本利益的高度，进一步增强做好农民增收工作的紧迫感和主动性。全面建设小康社会，实现现代化，难点不是在城市，而是在农村，而目前农民收入增长缓慢，必须高度重视农民收入问题，必须研究影响农民收入增加的制约因素，提出增加农民收入的基本思路。

| Abstract: | The report of 16th National Congress of Communist Party of China regards increasing peasant's income as the great task of building a well-off society in an all-round way. Building a well-off society in an all-round way and the realizing of the modernization,the difficult point is not in the city,but in the countryside. The peasant's income,however,increases slowly at present. So the peasant's income must be paid close attention to.The article analyses the importance of the peasant's income in building a well-off society in an all-round way,the restriction factors influencing peasant's incomes to increase and then gives some suggestions on how to increase the peasant's income. |
