| 摘 要： | 关于俄罗斯的政体性质争论颇多，但从各种迹象来看，俄罗斯政体既不属于完全意义的威权政体，也不属于完全意义的民主政体，而是“过渡中的民主制”。俄罗斯政体的这种“过渡性”特征，是合力作用的结果，既有俄罗斯的历史传统的因素，同时与在转轨过程中的经济绩效、社会结构分化的状况以及政治体制发展的内在性因素有关。由于经济发展的需要，这种“过渡性”的政治体制还会有相当的生命力。

| Abstract: | There Exists some debates on the characteristic of Russia's political system. But regarding all the indication , it is neither the completely authoritarian system nor completely democratic system . Affected with the historical tradition and the inner factors of the political , economic and social structure , Russia's political system owns some transitional characteristic . In order to develop economy , this type of political system in Russia will last for some time in the future . |
