京津冀“产业结构-生态安全”耦合水平时空演变及对策研究

摘    要:以京津冀地区产业发展与生态安全不平衡的现实困扰为切入点,基于京津冀地区2000—2018年的面板数据,采用PSR框架模型构建区域产业发展和生态安全评价指标体系,探索京津冀地区的生态安全水平的变化特征与时空演变过程。结果表明:京津冀各城市的产业结构水平处于不断上升趋势,北京市的产业结构化水平远远高于其他地区,呈现出“京”与“津冀”产业结构化水平的不协调;京津冀区域各城市的生态安全水平普遍不高,且各城市间的生态安全水平时空差异不是很明显;京津冀三地各城市的产业与生态安全耦合协调度呈现年际波动变化,整体呈现出稳中上升的变动趋势。最后,从产业结构调整、产业规划布局、生态环境共同治理等方面提出产业与生态安全协调发展的对策建议。

Abstract:Starting from the reality of imbalance between industrial development and ecological security in Beijing-Tianjin-Hebei,this paper analyzes the industrial structure and ecological security level of Beijing-Tianjin-Hebei region based on the panel data of Beijing-Tianjin-Hebei region from 2000 to 2018,constructs the regional industrial development and ecological security evaluation index system based on the PSR framework model,and explores the characteristics of changes in the ecological security level of Beijing-Tianjin-Hebei region.The coupling degree model is used to measure the coupling mechanism of industrial structure and ecological security in Beijing-Tianjin-Hebei,and analyze the time-space evolution and characteristics of coupling degree.On this basis,the paper puts forward countermeasures and suggestions for the coordinated development of industry and ecological security,which provides theoretical guidance for the sustainable development of industry and ecological environment in Beijing-Tianjin-Hebei.
