| 摘 要： | 作为一场系统性的行政变革，大部制改革由职能转变、机构改革、机制创新和制度构建等要素构成。深入推动大部制改革取得更大成效，应该从民主化、公开化、系统化、制度化几个方面着手，积极推进简政放权，深化权力清单制度建设，深入开展机制创新，适时稳妥的进行机构改革。
