| 摘 要： | 1990年代以来,我国公共教育经费总量变化呈现出波动幅度较大、长期低于总教育经费增长、在总教育经费与财政支出中的比重先降后升、占GDP的比重偏低等特征.我国公共教育经费总量不足的原因不在于政府努力程度不够,而在于政府财政收入占GDP比例过低.基本路径是提高财政收入占GDP比例、加强教育财政预算管理、推进教育投入多元化.

| Abstract: | The gross change of our public educational finance has been of the characteristics,such as a larger fluctuation,lower long-term growth than the general educational finance,the proportion decreased at first and then increased in both general educational finance and fiscal expenditure and long-term low proportion in GDP,etc.The reason for the shortage of public educational finance is not in our government work but in the lower fiscal income proportion of GDP.We should raise fiscal income proportion of GDP,strengthen educational finance budget management and promote the diversified education investment. |
