| 摘 要： | 高等教育自学考试主考学校是我国自学考试制度的基础,是我国自学考试工作的主要依靠力量,在自学考试事业发展的各个时期都起着十分重要的作用。同时,自学考试作为国家教育统一考试,是政府行为。作为行政管理的政府行为,必然是实行属地化和层级化管理。因此,主考学校的考务管理必须接受省自考委和所在设区市自考委的领导。本文试从维护和发挥主考学校的作用,正确处理发挥主考学校的作用与自学考试属地管理的关系等方面进行阐述,强调既要发挥主考学校的作用,又要接受和强化考务的属地管理,确保自学考试事业的健康和谐发展。
