| 摘 要： | 毛泽东、邓小平是党的第一代与第二代领导集体的核心.他们都在中国革命与建设中对政府行政管理问题作了深入探讨.由于其思想信仰、内在的政治品行等方面的同一,他们在看待行政管理性质、行政目标、行政管理原则、行政决策、行政管理方式及行政管理队伍建设方面,存在诸多共性;由于种种原因,二者在行政管理理念、行政管理中的民主法制建设、党政分开、行政管理的主要任务、行政干部素质等方面存在个性差异.两人的思想既一脉相承,又体现了创新与发展的关系.

| Abstract: | Mao zhedong was the core of the first generation of leading group of CCP;while Deng Xiaoping was the core of the second generation.Both of them have deep discussions on the problem of government administration.Due to the affinity in ideological beriefs and internal political characters,they had much in common which were concerned with administration:the nature,goal,principle,decision-making,manner of management,contingent construction and so on.But owing to various reasons,they have individual diversities as follows:the idea of administration,democracy and legal system in administration,the separation of the party and government,the main task of administration,the diathesis disfferences of administration officials.Whereas,Deng's thoughts are in line with mao's thoughts,while representing the relation of innovation and development. |
