论制度建设与领导干部的用人水平

摘    要:本文主要从如何提高领导干部的用人水平,建立健全用人机制,为避免领导干部在用人方面的失误,加强对领导干部的政治思想教育和职业道德教育。领导干部在选人、用人上应按照《党政领导干部选拔任用工作条例》,坚持德才兼备原则,坚持走群众路线。加强法制与制度建设,防止和纠正选拔使用干部工作中的不正之风,从而真正提高领导干部的用人水平。

Abstract:This essay is mainly about how to enhance the criterion of personal selection of the leaders, how to establish the mechanism of employment in order to avoid misusing in the personal selection and strengthen the civilization in the thoughts and morality for the leaders. In the selection and employment of the personnel, leaders should act according to the ordinance of selection system, on the principle that the employee should be both capable and noble-minded and support the mass line. Reinforce the construction of legal institutions and regime, prevent the ill wind in the selection process and thereby enhance the employment level of the leaders indeed.
