| 摘 要： | 分别从保障国家粮食安全需要和保障国家用水安全需要阐述了发展节水灌溉技术的重要性和必要性.从灌溉用水管理模式改革和稳定推进农业水价改革两方面叙述了发展节水灌溉技术的可行性和可能性.对大力推广节水灌溉技术有一定的指导作用.

| Abstract: | The necessity and importance of developing irrigation water saving technology were expounded from the view of national food security and water security. The feasibility and possibility of developing irrigation water saving technology were analyzed in the sides of irrigation water management and promoting rural water price reform. |
