| 摘 要： | 诚信是作为一种社会关系存在的,与制度因素和社会变迁的影响密切相关。随着近年社会结构的变化,社会诚信状况不但越来越差,有些方面甚至极其糟糕,已经成为一个社会问题。在国家迈向民主化与现代化之今日,政府施政的公开化与透明化,是当前政府的施政目标,而政府信息公开制度之建立,更为达成此目标极重要且不可或缺的方式。

| Abstract: | The social credit as a social relationship is closely related to the impact of regime factors and social change.With the changes of the structure of society in recent years,social integrity status are getting worse as well as even more terrible in some respects,which has be-come a significant social problem.In the time of this Country toward democratization and modernization,openness and transparency of govern-ment policy is the current government’s policy objectives,while the establishment of open government information system is very important and indispensable for reaching this goal. |
