| 摘 要： | 跨越式发展导致国立高校在高负债下经营。建立大学联邦制,实施分层建设,引入民间资本办学,是消化债务,解决办学财源,应对市场变化的制度保证,由此引致的产权制度变革,将把中国高等教育事业推向健康发展的轨道。

| Abstract: | Jumping development of state-run university results in running under heavy debt. To put into practicing federal system of university so that bringing into effect grading build and attracting private capital is the guarantee in system, of digesting debt, broadening fund of running university in the face of the change of education market. The innovation of property in above way will make higher education in China developing healthily. |
