| 摘 要： | 国家教育改革和发展规划纲要明确提出，探索开放大学建设模式，创建学习成果互认和学分银行有关制度。其目的是。建立成人各类学历、学历与证书、社区教育与开放教育之间的融通渠道；创建符合时代特征、各地特色的各级各类教育融合通达的“立交桥”，在终身教育体系和学习型社会中发挥桥梁和纽带作用。现代金融理论对学分银行的创建具有极大借鉴作用，如，在学分银行的建设过程中，可以参照银行模式进行体系设置，参照金融工具设计运行功能，参照银行网点结构推进学分银行建设。总之，依据我国各级各类教育的特点，借鉴现代金融理论创建学分银行，构建我国成终身教育的“立交桥”。

| Abstract: | The State Outline Program for Educational Reform and Development clearly states the related systems as exploring the construction pattern of Open University, establishing mutual recognition among different achievements and credit bank. It aims to facilitate the connection between various adult degrees, qualifications and certificates, community education and open education. Meanwhile, it also proposes to build an overpass which matches the characteristic of the age and the educations at all levels with local characteristics, and serves as a bridge and link in lifelong education system and learning society. The modem finance theory provides the construction of credit bank a great reference. The construction of a credit bank can refer to establishing mechanism with banking mode, designing operation function with financial instrument and promoting construction with banking branch distri- bution. |
