| 摘 要： | 阐述现代职业教育体系的内涵,认为制约我国职业教育发展的主要因素为不合理的劳动人事制度、人力资源政策、管理体制、投入不足等,并提出了强化政府的职教责任、深化体制改革、创新办学模式、实施就业准入制度、构建现代职教体系等具体措施,以保障职业教育的发展.

| Abstract: | The author states the intension of modern vocational education system, regards the main factors to restrict the development of vocational education are as follows: unreasonable labour personnel system, human resource policy, management system and insufficient input, etc, puts forward some measures to guarantec the development of vocatonal education, suchas enhancing the responsibility of government for vocational education, furthering the reform of system, innovating the pattern of running school, implementing the system of employment entrance, constructing modern vocational education system and so on. |
