| 摘 要： | 我国国家石油储备的目标规模确定为120天上年净进口量比较适宜。在此总体目标下,我国公共石油储备和商业储备可考虑采取3:1比例。国家石油储备体系建设宜分三步走:在2010年前,建立以政府储备为主体、以商业储备为补充的国家石油储备体系;在2010-2015年,逐步过渡到以政府储备和企业法定储备为主、以商业储备为补充的国家石油储备体系;在2015年以后,最终建立起以政府储备为主导、以机构储备为主体、以商业储备为补充的国家石油储备体系。

| Abstract: | The target scale of oil reserve of China had better be set as 120 days of previous net annual input.At this general target,the ratio of public oil reserve and commercial oil reserve may be 3:1.The establishment of China's oil reserve system should be carried out by 3 stages.Before 2010,the system should be established with government reserve as the main body,and commercial reserve as the supplement;during 2010-1015,the system should be established with government reserve and enterprise legal reserve as the main body,and commercial reserve as the supplement;after 2015,China would finally establish the national oil reserve system with government reserve as the leading body,agency reserve as the main body and commercial reserve as the supplement. |
