| 摘 要： | 论述了高校科研二级管理是高校科研管理体制改革的重要举措，它为提高管理效率、激活组织能量创造了条件。实施科研二级管理有深刻的组织行为学内涵，并非简单地下放权力。本文对二级管理的组织学含义、二级管理的特征、科研二级管理的组织形式、科研二级管理职责、科研二级管理的成本和收益等问题进行探讨。

| Abstract: | The secondary scientific research management is a significant move for the reform of the scientific research management system in colleges and universities. It creates conditions for improving management efficiency and activating organizational power. The implementation of such secondary management is of profound organizational behavioral intension instead of simple power transfer to lower level. This paper discusses such issues as the organizational meaning, characteristics, organizational form, duties, cost and benefit of secondary scientific research management. |
