| 摘 要： | :国王、长老会和人民大会构成了荷马时代政治制度的基本框架。在关于荷马时代政治制度特点的争论中 ,人民大会的作用备受关注。本文根据荷马史诗所提供的材料 ,结合当代学者的研究成果 ,对人民大会的政治作用进行探讨 ,指出人民大会确实具有相当重要的职能 ,举凡有关全体的大事 ,都会被提交到人民大会上讨论。但它毕竟不同于古典时代的人民大会 ,缺少定期集会制度 ,所讨论的问题局限于召集人的兴趣 ;在会上发言的都是贵族 ;发言者从来不向人民呼吁 ;人民大会没有投票制度 ,从不通过决议 ,偶尔通过决议 ,也无力贯彻和执行。造成这种状况的原因 ,主要是平民内部分化严重 ,政治素质低 ,缺少自己独立的政治和经济要求所致。因此 ,在荷马时代的政治舞台上 ,人民大会大多数时候只是个被动的看客

| Abstract: | Kings, the council and the assembly formed the backbone of the Homeric political system. Much attention was paid to the roles of the assembly in the discussion of the characters of the Homeric political system. This paper, based on the materials of the Epics, probes into the roles of the Homeric assembly to demonstrate that the assembly played important roles in political affairs since all the important questions concerning the communities were handed to the assembly. But it was still quite different from that of the classical polis because the latter lacked periodic meetings and voting system and never made resolutions. Only kings and aristocrats made speeches in the assembly. Therefore, under most circumstances, the assembly was a passive viewer of the affairs. |
