摘    要:20世纪90年代中期以来,“教师专业标准”受到美国、澳大利亚、英国等国家的关注,纷纷研制并实施教师专业标准,以期保证教师的质量,促进教师的专业发展。教师专业标准研制背后反映的政策着眼点不外乎是“管理导向”和“发展导向”。前者强调教师的专业资格要求和评价,希望通过教师专业标准的实施来加强对教师的管理;后者强调专业标准的制定为教师专业成长带来契机,促进教师整个专业生涯的发展。康纳狄格州制定教师专业标准的目的从政策上较好地整合了“发展”与“管理”两个维度,在实践中分别通过“教师教育与指导计划”和“档案袋评价”来实施。

Abstract:Countries such as US, Australia and UK had great concern on developing teacher professional standards since mid1990s. The politics of standards setting reflected the regulatory and developmental approaches. Regulatory approaches can be used as a managerialist tool for measuring the efficiency and effectiveness of teaching and teacher force, while developmental approaches provided opportunities for teachers' further pro- fessional learning. Connecticut made a combination by implementing its Common Core Standards via the Teacher Education and Mentoring Program as well as the portfolio evaluation.
