| 摘 要： | 通过对影响和制约国有建筑企业良性循环的外部环境因素和内部环境因素的分析，提出了在宏观上要转变政府职能，加大政策调控力度，引导企业加速建立资本运营的新机制，规范建筑市场，加强执法监察；在微观上要加大企业自身股份制改造方案，促进企业生产要素优化组合，强化企业内部管理，加速企业技术进步等对策和途径，实现国有建筑企业的良性循环。

| Abstract: | By analyzing the external and internal environment factors which affect and restrict the state architectural enterprise,the writer puts forward that in the macrocosmic respect,the government should change its function,and enhance the power of the policies,and guide the enterprises to speed up the establishment of the new system of the capital management .Meanwhile it should conform the architectural market to the standard as well as reinforce the authority and the supervision of the carrying out of the laws .In the microcosmic respect,the enterprises should enhance the power of the share self-reformation,and promote the enterprises to make the productive factors into the state of good combination,and strengthen the self-administration of the enterprises,and put the policies and method of accelerating the speed of the technology advancement of the enterprises into effect,and realize the state of good running circle of the state architectural enterprises. |
