| 摘 要： | 我国目前弱势群体的规模很大;可以从制度成本的角度考察其原因。很多人很勤劳,但并没有富裕起来摆脱“弱势”,因为他们的劳动在相当程度上要对冲制度成本。制度不完备使相当一部分人成为弱势群体成员。应该改革政治、经济等各种制度,不断减小弱势群体的规模。
