| 摘 要： | “以德治国”是党的第三代领导集体在我国社会经济步入新的发展时期提出的重要治国方略 ,是在深刻总结国内外治国经验的基础上作出的科学论断 ,有深厚的理论依据和现实依据。德治是对法治的补充和对精神文明重要地位的重新认识与把握 ;同时 ,也是建立健全社会主义市场经济体制、继承我国优良传统文化和加强“官德”建设的需要。在德治实践中正确处理好“德治”与“人治”、“法治”与“德治”、“治官”与“治民”的关系 ,可以更好地理解和把握“德治”在治国安邦中的指导地位。

| Abstract: | The thought of Governing the country by morals is an important guideline for country-governing put forward by the central leading group of the third generation of the CPC when the development of China's economy and society is advancing into a new stage. It is a scientific thesis drawn from country-governing experience at home and abroad and has its own solid theoretical basis and realistic basis. The theory of governing the country by morals is a supplement to the theory of governing the country by laws in the building of socialist culture and ethics. And at the same time, it's also the need of building a wholesome socialist market economy system, carrying on the good cultural traditions of our nation and strengthening the building of the officials' morals. In the practice of governing the country by morals, a proper dealing with the relationships between governing the country by morals and governing the country by men, between governing the country by laws and governing the country by morals, between governing the officials and governing the people, can help us get a better understanding and grasping the guiding role of governing the country by morals in administrating the country and giving the country peace and security. |
