| 摘 要： | 在过去的十年里,中国政府的预算改革主要集中在技术层面,例如零基预算改革、政府采购改革、国库集中支付等等。然而,在现代社会中,公共预算更深层次的问题应该是如何处理预算和政府民主治理之间的关系。本文介绍了2006年浙江温岭新河镇的预算民主恳谈。预算民主恳谈是中国政府预算管理的又一次重大革新,它的贡献在于通过重构公民和国家之间的关系,增强公民和政府官员的民主理财意识,提高预算决策的科学性,推动了地方政府的民主治理。本文发现,预算民主恳谈在新河的出现,并不是偶然的事情,而是社会变迁带来国家治理模式转变的必然结果。

| Abstract: | In the past decade,budgetary reform in China has focused on technical innovation,such as zero-based budgeting,procurement management,treasure management,etc.However,in modern society,the more basic fundamental budgeting issue is how to deal with the relationship between budgeting and democratic governance.This study describes the process of the 2006 deliberative discussion on budgeting in Xinhe,a town in Zhejiang province.Deliberative discussion on budgeting is a significant innovation in public budgeting in Chinese local government.It reconstructures the relationship between citizens and state and enhances democratic budgeting management,thus promoting democratic governance at local governments.The paper argues that deliberative discussion on budgeting is the result of the impacts of social change on state governance in China. |
