| 摘 要： | 土地问题是“三农”核心问题。迄今为止我国农地制度改革和发展的方向是在不断扩大、强化和稳定农民的土地产权。这一改革的方向是正确的,但改革仍不彻底。农村产权制度的不完善及内在矛盾导致农村广泛而持久的土地之争,必须进一步推进和深化农地制度改革,赋予农民完整的土地产权,从“两权分离”到“五权合一”。在农地制度改革的同时必须进行社保、财税、行政及乡村社会组织体制的改革。

| Abstract: | Land problem has been recognized as the core issue for rural development in contemporary China.The reform is expanding,strengthening and stabilizing farmer's land property rights.However,it calls for further reforms in that there are extensive and enduring land conflicts resulting in the imperfections of the land institution.To solve such problems,we should advance and deepen the reform,endow farmer with full property rights of land.Meanwhile,it is necessary to carry reforms in such areas as social security,finance and tax,public administration and rural social organization while conducting the rural land institution reform. |
