| 摘 要： | "三农"政策是当前公共政策领域的核心议题,由于政策本身的特殊性,"三农"政策在执行过程中,出现了多种阻滞性表现。影响"三农"政策执行的阻滞因素,可以分为政策性阻滞因素、政府间阻滞因素和政府外阻滞因素。通过分析模型,区别这三种阻滞因素对政策执行力的不同影响,寻找优化"三农"政策执行力的合理思路。
