| 摘 要： | 国际制度是国家软实力的一个重要来源和构成要素,因此除了具有化解国际争端、促进国际合作和塑造国际秩序的功能之外,还具有增进参与国的软实力的作用。这主要体现在三个方面:(1)增进国家行为的合法性;(2)提高国家的国际声誉;(3)是合法的政治控制工具。作为政治控制的工具,国际制度的含义对于实力地位不同的国家来说是不尽相同的。中国作为一个正在崛起的大国,同时也作为一个致力于通过和平发展谋求国家昌盛的重要角色,有必要更加积极地利用制度化手段来促进本国目标的实现和国际地位的提高。
