| 摘 要： | 实现城乡教育均衡最为关键的是师资的均衡。评价城乡师资是否均衡,要警惕被学历达标率、数量上满编等假象所迷惑,而要看到当前农村师资实际水平低以及学科结构缺编的事实。从而针对性地从外部采取"城乡教师互派"、"大学生支教"等行之有效的措施,从内部提高农村教师待遇、加强农村教师培训,实现城乡师资真正均衡发展。
