| 摘 要： | 当前，中国农村合作金融制度改革的效果并不理想，存在着政府过度干预、“合作性”缺失、发展目标多元化等问题。农村合作金融机构在运转过程中的环境不佳，从其成立之初就不具备合作金融组织的条件，还存着严重的外部负效应。建立多层次多元化农村合作金融体系是农村合作金融发展的突破口，应该从法律制度、经济政策和金融监管等几个方面着手深入地改革。

| Abstract: | At present, the effect of the reform of China＇s rural cooperation and financial systems is not very sound. There are still many problems, including： the governments＇ over intervening and coordination, less cooperation and pluralistic development goals. The environment during the operation process of the rural cooperation and financial systems is poor, with no qualification for cooperation and financial organization at the beginning of the establishment and serious external negative effect. The breakthrough of China＇s rural cooperation and financial development in less-developed areas is launched with the following improvement approaches： to establish multi cooperation system. And this should be the perfection of law system, economic policy and financial supervision system. |
