| 摘 要： | 在全球环境问题不断加剧,尤其是全球气候升温的大背景下,以低能耗、低排放、低污染为基础的低碳经济受到各国的追捧,并由此开始了新一轮世界经济格局的变动。作为世界上最大的发展中国家,中国在这场以低碳经济为源头的国际竞争中,既面临国内旧的经济模式的种种障碍,又面临巨大的国际压力。如何在这种形势下,抓住机遇,大力发展低碳经济,赢得国际有利地位,需要进行深入探讨。
