| 摘 要： | 发展新兴产业是未来中国经济能否实现健康和可持续发展的重要选择。在新兴产业的发展中，技术创新能力的发展是最重要的环节。文章选取与国务院近期公布的7大新兴产业紧密联系的5个技术领域作为研究对象，从中国发明专利数据入手，使用专利授权率和付费期长度2个指标比较中国与发达国家，及各发达国家间的技术创新质量。结果显示，进入21世纪以来，中国本土申请授权专利数量的大幅增长反映了中国在研发规模方面创新能力的提升，但专利授权率和专利平均付费期长度皆落后于发达国家，凸显了中国在研发质量方面的能力与发达国家的差距。为了从根本上实现新兴产业的技术进步，政府需提升其相关领域的技术创新质量，改进现行的科研评价体系，并借鉴韩国、中国台湾等新兴经济体实现科技飞跃的先进经验。
