| 摘 要： | 作为制度变迁产物的农民工在城市中处于一种十分尴尬的边缘境地，不被城市社会所接纳，他们与市民之间存在着众多的冲突。而另一方面农民工又在城市社会的发展中扮演着非常重要的角色，因而给农民工一种恰当的身份以及与之相适应的权利对于社会整具有相当的意义，本文认为政府在此过程中，必须采取一种容纳的态度和管理方式，施行更进一步的制度变革。

| Abstract: | This article holds that Chinese peasant workers, as one of the outcomes of the reform and open policy, are facing a very awkward situation in cities. They are living on the edge of cities not only geographically but also culturally and are not accepted by the city inhabitants. There're many conflicts between them. On the other hand, however, peasant workers play an important role in the cities' development. So it's time to give the peasant workers a proper status and corresponding rights, which would be instructive to the social integration. In this process, it thinks, government should adapt tolerant attitude and administration thus to carry out new institutional reforms. |
