| 摘 要： | 2003年至今,集体林权改革已接近10年,虽然取得了较大的成就,但也存在诸多问题。其中,林农的收益权无法实现,即采伐权无法得到实现尤为重要。该文以集体林权改革为背景,通过优化森林采伐限额编制、简化森林采伐行政许可制度等途径,使各林权主体的权益得到充分保障,使关于森林采伐的法律、法规更加健全和完善。

| Abstract: | Since 2003 the reform of collective forest rights has obtained great achievements in the last 10 years.However,it still has many problems included the failure in realizing forest workers＇ usufruct,which means the rights of deforestation in particular.Based on the reform of collective forest rights,this paper aims at making the forest rights subject fully protected through optimizing the forest harvesting quota and simplifying the administrative permission system of forest harvesting. |
