| Abstract: | Academic institutions or departments are the basic teaching and scientific research units and relatively independent administrations. Whether an academic institution or department should be in the charge of the clean or the secretary of general Party branch has long been in dispute. To strengthen the bond between the academic institutions or departments and the Party, Party and government joint meeting system has been established. This paper, based on the positioning of the joint meeting system in academic institutions or departments, probes into the double function of the joint meeting system in issue discussion and decision making. The system is of great significance for promoting the scientific development of aca- demic institutions or departments and enhancing decision-making transparency. |
