| 摘 要： | 从国际创意产业发展的经验可以看出：创意产业在一定的地区能够形成主导产业成为创意城市,必须具备一定的条件和因素,其中一个重要的因素是这些地区都有产业集群。文章以福建动漫游戏产业的发展过程为例,论证了动漫集群的发展意义。提出通过打造创意产业集群的方式,提供配套政策,营造良好的创意人才软环境,吸引人才入驻是发展创意城市的关键。
