| 摘 要： | 网络公民文化是公民借助网络技术，以网络政治以参与为主要形式，以高度互动为主要特征，以政治主体意识提升为价值诉求的网络政治文化。网络文化提升公民政治主体意识，推动政府建立完善的民主机制；网络文化催生公民自治新平台，推动政府适度“限权”；网络文化搭建通畅的信息交互系统，推动政府建立有效的政策“输入”与“输出”机制。
